Torchwood - Season Four - Miracle Day

The show's remaining three regulars return to the series. Lead actor John Barrowman returns as Captain Jack Harkness, the immortal ex con-man from the 51st century. In the first three series of Torchwood, Jack ran the Cardiff remnant of the British organisation the Torchwood Institute, and was "the happiest he'd ever been". After the destruction of Torchwood and the deaths of his grandson, friends, and his lover Ianto Jones in the third series, the only thing that could bring Jack back to Earth is "his unstated love for Gwen Cooper". Gwen, portrayed by Eve Myles, became pregnant in the third series by her husband Rhys Williams (Kai Owen), the third returning star. Since the fall of Torchwood, they have begun a quiet life living in seclusion with their baby, Anwen. Secretly, she is bored since the fall of Torchwood and pines for her former, extraordinary life; though she loves her husband and child, she retains feelings for Captain Jack Harkness. Other returning characters include Gwen's former police partner PC Andy (Tom Price), now a sergeant, and parents, Geraint (William Thomas) and Mary Cooper (Sharon Morgan), who previously appeared in the series two episode "Something Borrowed" (2008). Thomas' online CV intimates that he will be a 'regular' character.

Mekhi Phifer is to join the show as Rex Matheson, the CIA's "golden boy" operative, fast-tracked for career stardom from Harvard, both highly intelligent and conventionally heroic. When "Miracle Day" happens, he must team up with Jack and Gwen to solve the mystery. Alexa Havins will join the show as Esther Drummond, a CIA Watch analyst with an optimistic faith in mankind. Arlene Tur has been cast as surgeon Vera Juarez, whilst Bill Pullman is to play Oswald Danes, a dangerous convicted murderer who turns a prison release into celebrity status. Oswald faces the lethal injection, but becomes swept up in the story's plot thread when he — like the rest of the world — simply does not die. Lauren Ambrose has been cast as Jilly Kitzinger in seven of the ten episodes. She will play "a sweet-talking PR genius with a heart of stone who's just cornered the most important client of her career … and maybe of all time." Lena Kaur joins the UK cast as Dr. Alicia Patel. Dichen Lachman, Wayne Knight, Ernie Hudson, C. Thomas Howell, and John de Lancie, all have guest starring roles. Dillon Casey will play Brad, a one night stand of Captain Jack's. Small parts have been given to Danny Szam and Daniel Adegboyega. Szam will play a character named Surveillance while Adegboyega will be a guard.

Casting calls differed from the final press release. Pullman and Havins' characters' surnames were originally Jones and Katusi, respectively. Additionally, calls originally specified that Matheson was to be played by a Caucasian actor and Katusi by a non-Caucasian actress. One Tree Hill's Chad Michael Murray and Dollhouse's Enver Gjokaj both auditioned for the part of Matheson. Greek star Amber Stevens also auditioned for the part of Katusi/Drummond. Actor James Marsters expressed strong interest in returning for the fourth series as his season two character Captain John Hart, though neither he nor Russell Tovey (whose Doctor Who character appeared alongside Jack in Doctor Who special The End of Time) were approached by Davies about the possibility of appearing in series four.

Inside, Oswald tells the patients that they all deserve equal medical treatment but people like Ellis are trying to take their rights away for them as they don't consider them human anymore and promises to fight on their behalf which the patients, the press and the public calls Oswald a hero much to Ellis's frustration. Those who should have died and are brain-dead are assigned Category 1 status, and those who have persistent injuries/diseases are to be given Category 2 while Category 3 status are normal people who have no or minor injuries. Category 1s and 2s are sent to Overflow Camps which resemble concentration camps where there are hidden modules not appearing on satellite footage, and Torchwood suspects that these modules have a dark purpose. Appalled by growing governmental control over life and death, Vera travels to California to assist Torchwood. As he survived a fatal injury, Rex attempts to investigate a camp in California as a Category 2 patient while Esther sneaks in and administratively assign Rex a Category 1 status and smuggle him a camera to film evidence. Using her medical panel credentials, Vera attempts to inspect the treatment of Category 1 patients and discovers that many conscious people are being assigned Category 1 status, essentially being declared non-living by the government. Vera threatens to prosecute Carl Malony, the man overseeing the overflow camp after she sees the inhumane conditions which conscious Category 1 patients are enduring, so he shoots her, transports her to one of the modules and activates the modules incinerators. In his investigation, Rex comes across Vera but cannot free her, and is forced to watch as he films her being burned alive inside the module. Read More! (Caution spoilers!)

He also learns of another term relating to the miracle which Owens' team of investigators have uncovered: "the blessing", dating back to the 1990s.

In San Pedro, Rex finishes his video message contained along with the footage of Dr. Juarez's incineration, and Esther begins to suspect something has happened to Dr. Juarez. Rex attempts to pass himself off as a soldier working at the San Pedro Overflow Camp but is unsuccessful and captured. Juarez's killer, camp director Colin Maloney (Marc Vann), briefly considers using Rex's video to expose the death of Dr. Juarez and become a hero, but then attempts to kill Rex. Esther finds them and is forced to strangle Maloney. With assistance from soldier Ralph Coltrane (Fred Koehler), who had been complicit in Juarez' murder, they are able to escape the compound with the footage. Jack explains that his immortality doesn't work like that, but the Miracle is real, and a lot of his blood was taken while he was imprisoned.
